Justice System "Overreach" Blamed in Suicide of Open-Access Technology Activist

Aaron Swartz faced an imminent trial for having downloaded some four million articles from a not-for-profit scholarly archive, and a possible penalty of 35 years in prison and a $1-million fine, which some call disproportionate to his actions

This weekend, the Internet world mourned one of its heroes: Aaron Swartz, 26, a prodigy, programmer and well-known Internet activist,?who hanged himself in his New York apartment on Friday. Swartz was to face an imminent trial?for having downloaded some 4 million articles?from JSTOR, a not-for-profit scholarly archive hosted by the Massachusetts Institute of Technology (MIT). He faced extraordinarily severe charges ? see?here?and?here?? carrying a possible penalty of 35 years in prison, and more than US$1 million in fines. Swartz is reported to have suffered from serious depression, but some ? including his immediate family ? have explicitly alleged that the pending charges contributed to his suicide. Online commentators have expressed indignation at the disproportion between the charges and Swartz?s alleged act.?Lawrence Lessig, a law researcher at Harvard University in Cambridge, Massachusetts, has posted a must-read analysis?here. Alex Stamos, an expert witness for the defence in the case,?also argues that the charges were over the top. Other analyses worth reading include those from?Glenn Greenwald?and from?The Economist.

In?a statement, Swartz?s family?said: ?Aaron?s death is not simply a personal tragedy. It is the product of a criminal justice system rife with intimidation and prosecutorial overreach. Decisions made by officials in the Massachusetts U.S. Attorney?s office and at MIT contributed to his death. The US Attorney?s office pursued an exceptionally harsh array of charges, carrying potentially over 30 years in prison, to punish an alleged crime that had no victims.?

Rafael Reif, the president of MIT, in a?statement?yesterday said: ??I want to express very clearly that I and all of us at MIT are extremely saddened by the death of this promising young man who touched the lives of so many. It pains me to think that MIT played any role in a series of events that have ended in tragedy.? He also announced that he had asked Hal Abelson, a leading computer scientist, to assess MIT?s response in the case. JSTOR also released a?statement, which mentioned its widely appreciated decision not to pursue charges in the case after Swartz returned the files he had taken.

Meanwhile, a campaign has also started on Twitter calling for researchers to post their papers openly online in reaction and commemoration ? at hashtag?#pdftribute.

France to send 2,500 troops to Mali, official says

PARIS (AP) ? An official at France's Defense Ministry says the country will "gradually deploy" a total of 2,500 troops to Mali, and the French president says the military operation will last until security has been restored and African forces are ready to take charge.

A French Defense Ministry official who was not able to speak publicly about the total and requested anonymity said there were 800 troops currently in Mali and more on the way.

In a news conference Tuesday in the United Arab Emirates, President Francois Hollande said France would remain to stop militants linked to al-Qaida from seizing the country, secure its capital and help the government regain control.

He said France would take a lesser role "as soon as there is an African force, in coming days or weeks."

UK police accused of wrongly taking DNA of gay men

LONDON (AP) ? In 1983, Stephen Close was arrested, jailed and expelled from the British army for having sex with a male squad mate.

Three decades later, police tracked him down to the northern England city of Salford and demanded a sample of his DNA because of that conviction.

Close, now 50 and openly gay, said he was shocked.

"I was horrified that after all these years they suddenly decided to bring this up again," Close said in a telephone interview from Salford, 205 miles (330 kilometers) north of London.

While it is not illegal in the U.K. to collect genetic material from adults, Britain's DNA database ? one of the largest in the world, with some 6 million samples ? has long been a magnet for controversy. Human rights advocate Peter Tatchell says gay men convicted years ago under Britain's now-defunct gross indecency law may have had their rights violated recently by British police who ordered them to submit their genetic material to the database.

"It is absolutely wrong to lump a consenting, victimless offense like 'gross indecency' with rape, and child sex abuse," Tatchell told The Associated Press.

Tatchell said he had documented the cases of four gay men in London, Salford, Northumbria and the West Midlands who had been mistreated this way.

Europe's top human rights court in 2008 struck down a British law that allowed the government to store DNA and fingerprints from people with no criminal record. But in 2011, a new law allowed police to collect DNA from offenders who had been convicted of serious offenses before the DNA database was created in 1995.

Amanda Cooper of the Association of Chief Police Officers' DNA database program said police forces were told that "certain sexual offences, such as gross indecency and buggery, should not have a DNA sample taken on the grounds of a sole conviction."

In Close's case, he was first convicted of a gross indecency charge and later theft.

The "gross indecency" law dates back to 1885, and has been used to persecute thousands of English homosexuals, including playwright Oscar Wilde, who spent two years in prison after a trial in 1895, and World War II code breaker Alan Turing, who committed suicide after being convicted in 1952.

Although England decriminalized homosexuality in 1967, elements of the indecency legislation remained in place until 2003 ? including anti-gay restrictions relating to the age of consent, the military, and sex under various circumstances.

Manchester police have apologized to Close, telling him his DNA sample will be destroyed. They have also promised a review of the some 850 DNA samples they've collected since 2011 for people with old convictions.

"In the case of Mr. Close, our request was made without proper consideration of all the facts and once again for that I apologize," Manchester Deputy Chief Constable Ian Hopkins told the AP on Wednesday.

In the city of Newcastle, a 44-year-old businessman also received a similar request for his DNA. Speaking via telephone, the man described how, more than two decades ago, he'd been arrested and fined after meeting someone for sex in a public toilet. The businessman, who asked that his name be withheld for privacy reasons, said he still has scars on his wrists from his attempt to commit suicide following the arrest.

"This whole thing has brought all this back up," he said. "I've moved on from my life. I'm a businessman now. I've been a relationship for more than 10 years now. It's like someone's put a bomb under me."

Northumbria police, who are responsible for Newcastle, denied that they targeted the man because of his sexuality. The force declined, however, to say whether it would destroy the DNA sample or review other cases.

The Association of Chief Police Officers said Wednesday it would re-issue guidance to police forces on taking DNA samples.

Britain's Home Office, the ministry which governs police, also said the now-defunct indecency laws need to be revisited.

"It is unacceptable that homosexual men have been living for decades with criminal records for consensual sex," the Home Office said in a statement Wednesday.

Eagles, new coach Chip Kelly face dilemma on what to do with Michael Vick - Yahoo! Sports

FOXBORO, Mass. ? The multimillion-dollar questions facing the Philadelphia Eagles and new coach Chip Kelly are intriguing:

Do you keep quarterback Michael Vick around at least for a while to see how he might fit in Kelly's high-tempo offense? Do you fully commit to using Vick, a passer who seems to be at a career crossroads, because he happens to have enough running ability to add that extra bit of pizzazz to Kelly's attack? Or do you part ways right away with Vick, save a small amount of money and commit to either Nick Foles or somebody else to run your offense.

Michael Vick was relegated to spectator the final six games of 2012. (AP)Vick's future just got cloudier with the hiring of Kelly, who shifted gears Wednesday on the NFL after previously turning down the Cleveland Browns earlier this month and the Tampa Bay Buccaneers last year.

Kelly's top reason for changing his mind is not as much about money as some people will lead you to believe. According to a source close to Kelly, he was intrigued by the challenge of the NFL, but only wanted to go to a place where he could win and win quickly.

The Browns didn't fit the mold because the talent on the roster doesn't resemble what Kelly needs to run his up-tempo style. Kelly went along with the interview because he was curious about what Browns owner Jimmy Haslam had to say and didn't mind the idea of getting a little contract leverage against Oregon.

The Eagles, however, were always in the back of Kelly's mind as a perfect option. With running back LeSean McCoy and wide receivers DeSean Jackson and Jeremy Maclin, Kelly has a ready-made foundation.

"Yeah, DeSean, he might like that system just a little. I'll say that," former Oregon and current New England Patriots safety Patrick Chung said Wednesday with a knowing grin:

That's why when Kelly made the mildly surprising move on Wednesday, it wasn't all that shocking to people who know him.

"I really don't think Chip was manipulating the situation," the source said. "He was happy going back to Oregon. But when the Eagles kept calling, Chip was always thinking about it. It was like, 'That's interesting, I'm thinking about it.'?"

Of course, the issue Kelly has to settle first and foremost is what to do about quarterback. Many people in Philadelphia have been under the assumption that Vick was out after this season. Vick committed 15 turnovers (10 interceptions, five lost fumbles) in 10 games this season and was sacked 28 times. He finished with a quarterback rating of 78.1, his lowest since returning to the NFL in 2009.

Still, Vick is the kind of quarterback who can be a perfect motor for Kelly's offense because of his running talent. Kelly can also modulate that style to fit more of a typical pocket passer. The best evidence of that is what New England and quarterback Tom Brady have done the past couple of years (and this season, in particular) in borrowing concepts from Kelly by playing faster and faster, particularly in the red zone. That's why Nick Foles could also work as the Eagles quarterback.

What Vick apparently fears is that Kelly will keep him around all offseason before making a final decision. Yes, there is a moderate financial danger to keeping Vick. According to a source familiar with Vick's contract, $3 million of Vick's $15.5 million salary for the 2013 season becomes guaranteed on March 11. Other reports indicate that date is in February. In either case, it's early enough that Kelly will have to make a decision sooner than later.

In addition, it's hard to believe that Kelly took this job with Foles as his dream option at quarterback. Any coach with any sense of creativity (and Kelly is extremely creative) would look at an athlete like Vick and think about the possibilities.

Moreover, Kelly might actually need Vick in the short-term to sell his concepts. One of the big issues that Kelly has in coming to the NFL is credibility. He has zero NFL experience and only a handful of friends in the league. Even those close to him worry that if he brings in a staff loaded with college assistants, players could be wary.

"You know how players are, if it doesn't work right away, they'll lose confidence in what he's teaching and they'll tune him out," the source close to Kelly said. "He needs to be good right away. Whether it's winning or just scoring points, he has to prove that the system works."

If you have that kind of burden coming in, who would you rather have at quarterback: Vick or Foles?

At the very least, you'd probably like to have a choice for as long as possible. From Vick's perspective, he would love to see the Eagles keep him, particularly at his scheduled salary. But if there is some wavering by the Eagles about the long-term plan, Vick might just want out, figuring he can get a better contract and a better situation now rather than by waiting. That's yet another difficult consideration.

In other words, welcome to the NFL, Coach Kelly.

Lean budget bill starts spending talks in Texas

AUSTIN, Texas (AP) -- Republican lawmakers proposed early budget drafts Monday that would keep in place deep spending cuts to Texas schools but leave about $5.5 billion on the table, measures they called careful starting points in their efforts to limit spending and push tax relief this session.

Both the House and Senate also are opening budget talks with no new money for the state's beleaguered $3 billion cancer-fighting effort, further clouding the future of the Cancer Prevention and Research Institute of Texas as the agency reels under a criminal investigation.

Critics pounced on the lean proposals as tantamount to more spending cuts on top of the nearly $15 billion lawmakers chopped in 2011. Republicans said their proposals fund public school enrollment growth for an estimated 170,000 new students in 2014-15, but some budget observers argued that math only works if Texas once again decreases per-student spending.

Republican Lt. Gov. David Dewhurst said the Senate bill ensures that a roaring Texas economy will keep adding jobs.

"To maintain that opportunity, we need to make sure to keep our spending under control, fund our priorities and keep our taxes low," Dewhurst said.

The House budget bill comes in at $89.1 billion and the Senate's at $88.9 billion. Both are expected to be filed Tuesday, and the nitty-gritty details of the proposals were not immediately released.

When lawmakers returned to the Capitol last week for a new session, they were greeted with a sunny $101.4 billion revenue forecast to spend on the next two-year budget. Coupled with a nearly $12 billion projected balance sitting in the Rainy Day Fund, teachers and Democrats were hopeful of restoring at least some ? if not all ? of the $5.4 billion cut from classroom spending in 2011.

But Gov. Rick Perry made clear last week there were no promises to roll back any of those reductions, and the budget bills unveiled Monday appeared to deliver on that warning.

The budget proposals are significant but are merely a starting point for negotiations leading to May ? a fact underscored even by the Republicans who introduced the bills. Dewhurst, for instance, left the door open for budget-writers to go back and fund CPRIT if lawmakers are able to beef up oversight and restore confidence in the troubled cancer agency.

Democrats recognized the bills as a first draft, too, but that didn't blunt their frustration.

"I'm disappointed the first draft of the budget continues the historic education cuts," said Rep. Mike Villarreal, a San Antonio Democrat.

Eva DeLuna Castro, a senior budget analyst for the progressive Center for Public Policy Priorities, had not immediately seen the full proposals Monday. But she said the only way the state could fund enrollment growth under the numbers announced ? $53.6 billion total for 2014-15 ? was by cutting per-student spending statewide. That's what lawmakers did in 2011, reducing funding by $538 per pupil while facing a $27 billion total budget shortfall.

DeLuna Castro has estimated that lawmakers need to pass a $96 billion budget this session just to maintain state services at the current levels and keep up with population growth.

"This comes nowhere near what is needed to fix our schools, ensure access to health care and do something about congestion on our roads," she said.

The decision to appropriate no new grant money to CPRIT came as somewhat of surprise. Although both Republicans and Democrats have been lining up to blast the embattled agency in recent weeks, lawmakers have mostly called for stricter oversight instead of cutting off funds entirely.

CPRIT is under a moratorium from handing out any taxpayer money while prosecutors investigate an $11 million grant to a private company. Agency leaders approved the award in 2010 without reviewing or scrutinizing the proposal, and the discovery in October was the last in a series of yearlong problems that resulted in sweeping resignations.

Republican Rep. Jim Pitts, chairman of the budget-writing House Appropriations Committee, said the Legislature is expected to pass a $6.8 billion supplemental spending bill in the coming weeks that will settle holes in the current budget. Most of that is in the form of a $5 billion Medicaid tab from last session.

The Senate proposal reflects a 1.8 percent increase in general-revenue spending compared to the current budget. Pitts said the House proposal covers Medicaid caseload growth for the next two years.

"For us to think that we can go back to the same spending levels that we did before the recession is unrealistic," said Democratic Sen. Juan Hinojosa, vice-chairman of the Senate Finance Committee.

At the World MoneyShow, an annual event that takes place in Orlando, Florida, every February, financial riches and opportunity are always just around the corner.?

?"This thing can be bought out for a billion dollars at any time," I hear someone say as I stroll along the mobbed, football-field-sized exhibition floor.

At the booth for Best Choice Software, the pitchman, surrounded by a swarm of mostly elderly men, is yelling energetically, ?I?ve made millions of dollars using this system!?

In the conference rooms of the Gaylord Hotel, discount offers on?unlimited riches proliferate.

?Pontificators tell you what the market is going to do. I?m going to tell you what day it is going to happen,? says Mike Turner, a balding middle-aged man promoting CycleProphet, a tool he claims can help investors make gains of 70 percent annually.?"I know what silver is going to do next week and the week after.?

In another room I meet up with Oliver Velez, a day-trading guru peddling an $8,000 two-day seminar ($7,500 if?purchased at the MoneyShow) designed to teach anyone to beat the markets. Velez tells the crowd he almost never makes a bad trade.

?A lot of people?say ?Oliver, can you tell us about any of your losers?? I say, ?No, I have no losers.? I had one losing trade in 2010, and that was more of break even.?

Hundreds?if not thousands?of events designed to reach out to?consumers interested in finding out more about investing opportunities are held around the country every year. They range from little known gatherings like the yearly Road to Personal Wealth in New Jersey to ones that appeal to the wealthy, like the Value Investing Congress, where, in return for several thousand dollars, an active investor can listen to prominent hedge funders such as David Einhorn of Greenlight Capital make a case for various shorts, such as his famous negative call on Lehman Brothers in the fall of 2007.

Others are virtual and constant, such as the daily barrage of tweets?one can receive from StockTwits, an aggregator of 140-character investment tidbits, helmed by serial Internet entrepreneur Howard Lindzon.

But MoneyShow is one of the big kahunas?a multi-million-dollar empire devoted to all things supposedly useful to the individual investor, including stock-picking products and chances to buy into oil and gas partnerships.

In 2012, MoneyShow?s corporate arm (also called MoneyShow) put on twelve live events on four continents, in cities including New York, London, Las Vegas, and Shanghai. In Orlando, there are at least 275 speeches, educational seminars, and product presentations all adding up to a cacophony of competing theories and strategies.

But whether one can actually learn anything at the MoneyShow, at?Value Investing Congress, or by paying close attention to StockTwits is subject to debate.?Brad Barber and Terrance Odean are behavioral finance experts and business professors at the University of California?Barber at Berkeley, Odean sixty-five miles down the road in Davis.

To read the combined opus of Barber and Odean is to plunge into?an unexpected comedy of errors. In a series of papers, the two men have laid out the case that the vast majority of investors miss no opportunity to make a wrong call. They sell their winners too soon and their losing picks not soon enough. They perform less research than they think. They like to buy the same stocks over and over again, even if they have a history of loss with that stock.

Their investment thumbs are so black they enjoy ?perverse security selection abilities,? a seemingly innate talent for buying ?stocks that earn subpar returns? while selling ?stocks that earn strong returns.??There are reams of research data to back up Barber and Odean.

In 1999, at the height of the dot-com bubble, the North American Securities Administrators Association discovered that 70 percent of short-term traders lost money. Currency traders do no better: according to papers filed with the Commodity Futures Trading Commission, almost three out of four account holders at such popular foreign currency trading brokerages as FXCM, Inc. and Gain Capital Holdings lost money in every quarter of 2010.

Nor do the pros know the secret. The vast majority of managed mutual funds will perform worse than their benchmark. CXO Advisory Watch, which tracks the self-proclaimed experts, has found that with many, bluster beats actual performance time and time again, so much so that, in their view, astrologer Linda Schurman has a better accuracy rate than noted economist Abby Joseph Cohen.

The recent predictive record of the Ira Sohn Investor Conference, an annual gathering of hedge fund stars, is dismal, with the vast majority of 2011 pitches revealed as losers when analyzed one year later.

Even Harvey Houtkin, the father of day trading, made his millions not from successful stock picks, but from convincing others that they had the ability to make such picks themselves, racking up millions in commissions from customers of ?his day-trading firm while losing hundreds of thousands of dollars on his own investments.

Individual stock trading is a loser?s game. So why do we bother? Because not everyone does badly. There's Warren Buffett. Peter Lynch.

638 illegal elephant tusks found at Kenyan port

MOMBASA, Kenya (AP) ? Custom officials seized 638 pieces of illegal elephant ivory estimated to be worth $1.2 million at Kenya's main port, evidence of what wildlife officials described Wednesday as a growing threat to East Africa's elephants.

The ivory was in a container destined for Indonesia and was discovered late Tuesday, said Gitau Gitau, the Kenya Revenue Authority officer in charge of the port. Gitau said the tusks were from Tanzania. Documents said the container was carrying slabs of decorative stones,

The seizure comes about a week after 12 elephants were killed in a Kenyan park and their tusks chopped off.

Elephant poaching is on the rise across Africa because of increased demand from Asia ? particularly from China ? for ivory trinkets. Poor African villagers can earn vast sums for killing an elephant and taking its tusks.

Kenyan officials became suspicious of the container because shipping documents used similar descriptions and details as a shipping container full of ivory seized in Hong Kong earlier this month. That seizure, the third big seizure of ivory in three months, found more than a ton of elephant tusks worth $1.4 million. Customs officers seized 779 pieces of ivory weighing 1,323 kilograms (2,916 pounds).

Kenya Wildlife Officials said Wednesday that Kenya last year lost 384 elephants and 19 rhinos to poaching compared with 289 elephants and 29 rhinos poached in year 2011. The Kenya Wildlife Service arrested 1,949 poaching suspects last year.

"There has been a gradual escalation in elephant and rhino poaching since 2005 ... influenced by escalation in the black market prices," said Kenya Wildlife Service spokesman Paul Mbugua.

And no planet has intrigued us like Mars ? far enough away to be an enigma, but sometimes tantalizingly close. Mars has always straddled fiction and fact. Named for a Roman god, about Earth-size, possibly habitable (friend? foe?), it has, until recently, been just beyond the range of exploration.

As technology has advanced, so has our knowledge of Mars, but not always in myth-busting ways. In 1877, for instance, astronomer Giovanni Schiaparelli observed what he thought were channels on Mars ? ?canali? ? which, mistranslated as ?canals,? gave rise to theories about a Martian civilization capable of engineering and agriculture. That set off a boom, in books and movies about journeys to Mars and close encounters with Martians. If nothing else, Mars fiction whetted our appetites for exploration. Science, after all, starts with speculation, though it can?t end there. As the philosopher of science Roger Bacon put it, the ?strongest arguments prove nothing so long as the conclusions are not verified by experience.?

If, like me, you were a kid at the start of the space race, you?ll recall the Soviet Union throwing probe after probe at the planet in the early 1960s. All failed. NASA had its flubs as well. So many missions to Mars broke down that scientists talked of a ?Mars curse.? There wasn?t one, of course, but sending a vessel to the red planet has long tested the limits of engineering.?

It wasn?t until 1964 that Mariner 4 got close enough to take black-and-white photos of a crater-pocked surface and transmit a smattering of data about the planet?s atmosphere and surface temperature. Those first images were more a proof that we?d tagged the planet than a trove of new knowledge.

In a Monitor cover story, Pete Spotts assesses where we are in our short but increasingly productive encounter with Mars. A great stride occurred last year when the Mars Curiosity rover safely landed in Gale Crater and started its work. Curiosity promises unprecedented information about Martian chemistry and perhaps Martian life. More than that, however, Curiosity is giving us a National Geographic-type image bank, linking this other world to ours in high definition.

Our ancestors drew maps of the heavens and spun fables about what was out there. Soothsayers, astrologers, and philosophers named celestial bodies for mythological gods, attributed powers to stars and constellations, and tried to reconcile the cosmos with theology. Mystery still exists beyond the range of radio telescopes. But step by step, Mars is shedding its cloak of science fiction.

As our atlases and databases of the planet grow richer, Mars becomes part of our world. We?re increasingly there with our robotic extensions. Eventually, we?ll go there ourselves. And as the great science-fiction author Ray Bradbury observed, when we are on the planet, looking closely, we will inevitably see Martians.

?The Martians were there ? in the canal ? reflected in the water,? he wrote in ?The Martian Chronicles? (1950). ?The Martians stared back up at them for a long, long silent time from the rippling water....?

The HSUS Releases Annual Ranking of State Animal Protection Laws

California retains first place; South Dakota holds last

The Humane Society of the United States, the nation?s largest animal protection organization, has released its fourth annual ?Humane State Ranking? report, a comprehensive analysis of animal protection laws in all 50 states and Washington, D.C. The HSUS graded states on the strength of a wide range of animal protection laws, including public policies dealing with animal cruelty and fighting, pets, wildlife, equines, animals in research, and farm animals.

California earned first place for the fourth year in a row, while South Dakota remained in last place. Ohio was the most improved state, leaping ahead in the ranks by passing laws regulating puppy mills and the private possession of dangerous wild animals. ?Members of The Humane Society of the United States want to know what their state lawmakers are doing to improve animal welfare. Our Humane State Ranking report demonstrates which states are falling behind important protections for animals, and which states are leading in the effort to create a more humane and civil society,? said Wayne Pacelle, president and CEO of The HSUS. ?Ohio made great progress, but the Dakotas are lagging badly and are clearly out of step with so much of the rest of the country when it comes to animal welfare policies. Animal protection matters to Americans, and our laws must line up with our values.?

California stayed on top for the fourth year in a row by passing a number of new laws, including a law banning the hound hunting of bears and bobcats. Other top states are Massachusetts (tied for second place) for passing a law allowing pets to be included in domestic violence protection orders, and banning gas chambers for euthanasia; Illinois (tied for second place) for passing a ban on shark fin products; Oregon (fourth place); New Jersey (tied for fifth place) for passing a horse slaughter ban; and Maine (tied for fifth place).

South Dakota earned the lowest score (51st place). Other states near the bottom include Idaho (50th place), Mississippi (49th place), North Dakota (48th place) and South Carolina (47th place).

South Dakota and North Dakota received especially low marks in part because they are the only two states in the country with no felony-level penalties for malicious acts of animal cruelty. North Dakota could have pulled ahead this year, but voters rejected a ballot measure to increase penalties for egregious acts of animal cruelty on the November 2012 ballot, keeping the state squarely at the bottom of the list.

In 2012, The HSUS helped pass 74 new laws and regulations to protect animals and helped to defeat more than 100 harmful measures.

The ranking was based on 75 different animal protection issues in 10 major animal protection categories including: animal fighting; animal cruelty; wildlife abuse; exotic pets; companion animals; use of animals in research; farm animals; fur and trapping; puppy mills, and equine protection.

Just 10 candidates remain for what has been dubbed ?the worst job in PR? ? head of communications at Ryanair.

The no-frills airline began advertising for the position last month, after it was announced that current incumbent Stephen McNamara would be taking up a similar role at the Irish Rugby Football Union.

Michael O?Leary, Ryanair?s chief executive, paid tribute to Mr McNamara, who he said had been ?battered and bruised? for four years, and added that the hunt was on to find a ?brave soul? to take on the ?high profile and incredibly overpaid? challenge.

Now, according to a report in the Irish Independent, the airline has reduced the field to 10 candidates after the latest round of interviews took place last week. It is also understood that the final selection of candidates will be interrogated by Mr O?Leary himself ? a daunting task that will only be topped by the actual job of looking after Ryanair?s public image.

For a company that describes itself as ?the world?s most popular airline?, Ryanair?s receives criticism on a frequent basis ? largely due to its high fees and charges.

To check in a bag on the Irish carrier, travelers must pay between ?25 and ?45, while all passengers are required to pay a ?6 ?admin? fee, a ?6 ?web check-in? fee, as well as a ?EU261 levy?, to offset the cost of paying compensation for flight delays and cancellations, and an ?ETS levy? to cover the cost of the EU?s Emissions Trading Scheme.

It also faced allegations about flight safety last year when two aircraft bound for Madrid were forced to make an emergency landing in Valencia after they drew near to their minimum level of fuel.

Mr O?Leary?s outspoken nature is unlikely to make life any easier for the new PR guru. Last year he described Suzy McLeod, a British woman who was charged ?236 by the airline for failing to print out her own boarding pass, as ?stupid?. Other memorable comments include his dismissal of customer service ? ?People say the customer is always right, but you know what - they're not. Sometimes they are wrong and they need to be told so? ? and his criticism of overweight passengers ? ?Nobody wants to sit beside a really fat ****** on board. We have been frankly astonished at the number of customers who don't only want to tax fat people but torture them.?

A Woodbridge couple was convicted in a federal court Friday for defrauding Medicaid and committing identity theft.?

Irvine Johnston King, 46, and Aisha Rashidatu King, 40, were the owners of?Bright Beginnings Healthcare Services, a Woodbridge-based business that provided in-home care and private nursing services to people on Medicaid. From March 2008 to June 2011, the Kings submitted false claims, fabricated documentation in an audit and told an employee to lie to Medicaid.?

"In addition, the Kings instructed an employee to convince a patient?s mother to lie to Medicaid regarding the false claims and asked the parent of a patient to sign blank Medicaid time sheets that were used as a basis to bill Medicaid for services that the Kings knew had not been performed," the office of U.S. Attorney Neil MacBride noted in a press release.?

The Kings also used a patient's personal information on a claim, without having the authority to do so.?

They were convicted at the end of a jury trial and are scheduled for sentencing on March 22.?

Emily Dickenson's poem that begins with the line "I died for beauty" inspires the title of a new biography of Dorothy Wrinch, the path-breaking mathematician who faced the kind of tumult that scientific inquiry can inspire.

Few people outside the sciences have heard of Wrinch. In 1929, she became the first woman to receive a doctorate of science from Oxford University. But that only begins her largely unknown story.

Smith College professor Marjorie Senechal joined Jacki Lyden, host of weekends on All Things Considered, to talk about her new book, I Died for Beauty: Dorothy Wrinch and the Cultures of Science.

On the remarkability of Dorothy Wrinch

"Well, her determination was certainly one thing. ... She was determined to be a mathematician. She worked her head off. Everyone considered her the biggest workaholic they had ever known, but at the same time she was vivacious and gregarious. She had a knack for making friends. Her best friend, Dora Black, said that she was, in fact, the most driven person who had the clearest sense of what she wanted to do of anybody."

"This book is a book that was published in 1865. It's so heavy that you can hardly lift it up. It's 100 beautiful plates of ornaments, like wall paper, and rugs, and tiles on walls, and ceilings from all over the world and all different eras, and this had been complied in the 1860s by Owen Jones. ... These particular beautiful ornaments are analogous to the way atoms were arranged in crystals, and that's why we were fascinated."

Google has become somewhat famous for its doodles ? those logos that appear on its homepage during special occasions. These can be holidays or simply days that the search giant deems important.

Now the company is calling on children to help them out with future versions of the popular images. ?We thought we?d ask the most creative folks out there: today we?re announcing our 6th annual U.S. Doodle 4 Google competition, inviting K-12 students around the country to create their own ?doodle? (one of the?special Google logos?you see on our homepage on various occasions). This year?s theme: ?My Best Day Ever?? Breakdancing with aliens? Sure! Building a fortress of candy? Okay by us! Riding to school on a brontosaurus??

However, there is more of a prize than just seeing your drawing appear on the Google homepage. Kids can also win a?$30,000 college scholarship or a $50,000 technology grant for their school.

The company has set up a special??Doodle 4 Google site?for all of the entries. There is also no limit to the number of times you can enter. You have until March 22nd to enter.

Q. I am a CSRS employee and plan to retire March 29.

1. Will I be on the annuity roll for my first check on April 1 or May 1?

2. Will I incur a reduction in my annuity because of the retirement date?

3. I will turn 65 in April, so I will be eligible for Medicare. I have had Federal Employees Health Benefits for four years, and I am Tricare-eligible. I am aware that my time with Tricare will count toward my five years and that I can suspend my FEHB and go with Medicare/Tricare for Life. What type of paperwork will the Office of Personnel Management need showing my eligibility for Tricare? Should I provide this with my retirement paperwork?

A. You will be on the annuity roll in April and be entitled to your first annuity payment in May. Based on your proposed retirement date, there would be no reduction in your annuity.

Your Tricare coverage only counts if you have been, in total, covered by the FEHB program and Tricare for the five consecutive years before you retire and are enrolled in the FEHB program on the day you retire. You should visit you personnel office and ask them what confirmation they require and to be sure that you are, in fact, eligible to carry your FEHB coverage into retirement.
